Runs cold always and forever...help ! [UPDATE]

Looks like my original post got closed for some reason. But anyways...check this out:

UPDATE

We had 60 degrees today and I had some running around to do. With the cardboard in place in front of the rad, I noticed the temp gauge start to rise. For the first time ever, the gauge made it into the normal operating range ! All kinds of heat was coming from the heater now.

PROBLEM

After it got up to temp, she started to drive funny. It was very sluggish when taking off from a stop. Also, it started missing through out the rpm range. (intermittant)
Temp at stat housing now 195 degrees, coolant is flowing, hoses hard from pressure. The damn thing is finally working properly , but running rough. Almost like its too lean ???????????

Several components use coolant temperature for actuation (you know that vacuum "tree" on the intake manifold) When coolant gets to a certain temp, the vacuum is allowed to go through the "tree" into another vacuum circuit (egr probably). Temperature will control choke, timing, and many pcm adjustments. The need for you to monitor sensors (ect especially) is important. For instance, if the circuit for the ect coolant sensor is open, the pcm "sees" -400 degrees. The cardboard raised temperatures causing the actuators to do their jobs, but something isn't wired/plumbed correctly. Tracing down wires/vacuum lines will be helpful.
