i know what pcv stands for positive crankcase ventilation and the it supposed to help "release" the built up gasses from the engine but other than that what else if anything does it really do?

Emissions. Instead of the oily air venting into the atmosphere, it gets pulled by vacuum into the engine and burned in the combustion process.

It is also a constant system. There is a draw on the engine as long as it runs, due to vacuum.
The former system used a road draft tube, which only worked while the vehicle was moving, creating a draft across the tube, drawing out the spent gasses

So , if the truck was equipped with a smog pump, could you disconnect it from the system and hook it to the pcv valve.

No, but you can turbo charge it by duct taping a leaf blower to the carb.....
