94 F250 both fuel pumps won't turn on

My buddy has a 94 F250 RWD 5.0. He can't get it started. it seems to be getting spark, but no gas. He said he replaced the filter and something by the fuel rail. I listened for the pumps to turn on in the back and neither of them did. He said there was a reset switch on the passenger side for the fuel system. That did not work. Suggestions please and thanks.

Look and see if theres power to the wire going to the inertia switch. When the switch is ok there should be power at both wires.

Yup, the inertia switch is what your buddy found under the passenger side kickpanel. At this point I'd be looking at a bad fuel relay. Also, make sure you have power to the tank selector switch.
