Turbo sounds

Our 2008 F-450 Superduty's turbo at times sounds like it is going to spin out of control. Actually it is more like a jet airliner using engine thrusters to slow down at the end of the runway. It happens when running 70-80 mph. All instruments are in normal range and there is a brief loss of power. It will also do it when climbing a hill and reaching the top and letting off of the accelerator.

Is this normal or a signal there is trouble down the road?

Sounds like a couple of different issues here. Possible engine fan kicking in (massive roaring noise) and possible venting of the turbo (noise when letting off the accellerator).
