Rims on my 03 F-350

I have an 03 F-350 XLT with the steel rims with chrome. The chrome is an overlay. My issue is the rim under the chrome is building up with scale (rust) . Is there a certain way the chrome is held on? I would like to remove it and blast the rims and paint them! Thanks

Pick up a set of OEM aluminum wheels. Usually fairly inexpensive on CL.
