Truth - although the op won't be old enough to vote for a few years.
It would have cost $137 if it was paid on time, or $16 for a non-operational certificate that would have prevented delinquent fees from accumulating. The registered owner brought this all on himself. BS laws or not, they were there and he didn't follow them.
