Instrument gauges interior light and radio all out

Hello all, I have a 2002 F-350 4X4 5.4l with a dash and light problem. I just came to notice that all of my gauges on the instrument panel do not work. (speedometer, rpm, fuel, battery, oil, etc.) Also, the radio will not power on and the interior lights also do not work. When putting on the headlights or parking lights, everything will light up normally (radio and gauges) but remain inoperable. Also, if i am sitting in the truck and turn on the headlights, i hear something behind the dash running, turn light off, it remains running until i open the door. I have checked all fuses and all are Good. Any suggestions on where to look next?

I also ran an error code check and it came up clean. This plug may be affected as well?

Recheck your fuses. there is one that powers that circuit can't remember if it is in the dash or in the engine compartment.

I don't think there are fuses in the engine compartment?

There is a fuse that powers up the dash and radio, my friends kept popping due to crappy wiring of lights he added.
