Before you do any of that, do a compression test and make sure the cylinders are good, cuz it would be pointless throwing money into a trashed engine. If that checks out, Do it. Although, I think that 300 is bit optimistic, I'd probably say more around 250 at the engine. Go with the Eddy intake, a carb no bigger than 650 cfm and these engines seem to like the 255DEH and XE262 cam kits from Comp.

Can buy a Weiand Stealth intake for cheaper but if yours comes in a kit then you're probably better off with the Edelbrock

Do all this and you will have a motor that will go forever and have great tq and hp. I am sure I forgot a few things but you get the jist.

Weiand Stealth isn't made for a 351m400. There are two current bolt on choices, the Edelbrock Performer or the plain Weiand.

I did a 265Deh CompCams valvetrain (bumpstick, lifters, pushrods, straight up timing set, valve springs and keepers), Edelbrock Performer intake, and a Holley 670 T/A carb. It turned my 400 into a completely different animal.smiliepeelout

you forgot to add a couple hundred for pistons

To the 77 400 in my 'scapers F-250 converted to dually we added Weiand intake, Holley carb, Summit 14x3 air filter, Summit air cleaner tri bar nut, Summit headers, cam/lifter kit, timing chain set, Fel pro gaskets and Edelbrock chrome valve covers for about $915 from Summit Racing to the shop door. Got rid of the emissions crap, reassembled and he had the biggest smile as he smoked all 4 rear tires leaving the shop. If your long block is good with compression and oil psi that's less than a grand, take out the chrome and save $75 bucks and $850 will wake her up. I don't know what the exhaust starting at the headers will cost by you, He got away with 18' of 2 1/2 pipe, 6 clamps, 2 Cherry Bomb Turbo muffs and 2 turndowns, ends just before the back axle cost around $100 or a bit less, which may put you over budget but not by much.
