Cluster Instrument Light + tail lights went out

Howdy, reaching out regarding a 1991 F250 Custom.
The other night the light for the cluster instrument and the tail lights went out.
1. Is this a fuse or a relay? How can I tell if it's a fuse or relay?
2. Is there a good resource for locating parts?

No relays, just fuses for the lights. The cover for the fusebox generally tells you which one does what.
 
found out my lights were out as I was driving home at night. i had never driven it at night in the week I had it and my son-in-law's house. lots if fun. i think it is the light switch. going to put in two relays for high beam and low beam.

Headlights have a breaker which I believe is integral to the switch.
