94 CVPI Bouncing Speedo

So the speedo on my CVPI like to bounce anywhere from 10-40 faster than what I'm going.. I.E. If I'm doing 60 it sweeps to 90 or so and back repeatedly.. Any idea what causes this and what can i do to fix it?

Would the vss cause this or is the cluster going out???

One more thing to add..

With the car idling in park the needle is going up the 40mph mark, and "revving" all the way up to 100-110mph..

'94 crown vic police interceptor, I don't know if it make a difference or not..

More than likely a sensor or a cluster problem
