91 f250 351w efi dual tanks

Hey Guys is it normal for when I select my front tank it sends all the fuel to the rear tank? I'm not sure how the delivery system works

It isn't "normal", but it is common. The switching mechanism on the frame rail is prone to failing like that, sending the return fuel to the wrong tank.
