1993 Fuse Help

my truck keeps blowing fuse #17 (10 amp), which controls the gauges and transmission. when i replace the fuse and turn on the key, the fuse blows again. what underlying issue would cause this to happen? do i need to look at the power distribution box, or is it somewhere else? thanks J.D.K.

It controls the stoplights too. Usually though, its in the column, wires for the trans switch.

the brake lights work to my knowledge but i'll tear it apart and look
