1988 F250 wont start

I got a 1988 F250 and I cant get it to start. It turns over and its getting spark but wont fire. The engine is a 460 and was halfway put in by the previous owner so there's some things not hooked up (vacume lines, wires) It also doesnt have any exhaust manifolds hooked up because I dont have the bolts for it. The fuel pump turns on with the key but I havent gone farther to test for fuel. I tried spraying starter fluid in then turned it over and it didnt make a difference. What else should I try?

If you've got wires unplugged then this could be caused by a multitude of things. Injectors may not be getting power, spark plugs might not be firing correctly. Better get all the wires and vac lines plugged in before trying to troubleshoot too much.
 
Did you say you don't have the exhaust manifolds on? You need to put them on before you start it. #1 you will burn up weird stuff, and #2 exhaust needs to be directed for heads to flow properly, If it is EFI you need the O2 sensor connected into the exhaust too.

it most likely wouldnt start with no manifolds anyways, no backpressure.. not sure if the 460s have em, but check the TFI module.. make sure fuel pump turns on if yes, make sure theres fuel in the using the shrader valve
