Maybe try disconnecting the red fusible link from the solenoid and see if that makes a difference.

Our '77 is not a camper special so I'm sure the wiring is different but that would make the connections at the solenoid match mine.

As a test you might also try disconnecting the wires from the small terminals on the solenoid. If it still kicks over the starter with those disconnected I would think the solenoid is stuck.

Thank you everyone for the tips and tricks. Solenoid was stuck open even though it was brand new. Cleaned the ground and everything appear later to be working normally now.
