Tilt Steering Column isn't locking

I have a problem with my tilt. It isn't locking in one position. I took it apart yesterday and everything seems to be there. So I'm kind of stumped...is it one of the springs not being strong enough? Maybe the locking fulcrum from the turn signal is worn? I'm not sure and could sure use the help figuring it out. Also there seems to be a fair amount of side to side and up and down play in the column.
