I'll say Tech A, because it makes sense to me. It doesn't seem right the the vacuum line off would cause it. Of course, I'm pretty sure I'm wrong because that's my record to date with Vince's questions.

Neither. The regulators purpose is to prevent OVERpressure situations, not to act as a backflow preventer, and when the engine is off, there is no vacuum, anyway.
