taillights

Hey can anyone help me out. i got an 87 bronco. The rear brake lights work and so do the blinkers but I cant get the running lights to work although when I turn on my headlights they work. Any ideas?

Grounding issue??

Is it just the taillights, or is it all the running lights? I would say it`s a switch issue if they all only work when the headlights are on.
