Low Fuel Pressure

Truck: 1995 F150 5.8L 351

When I was troubleshooting I noticed my fuel pressure during KOEO test is low for both tanks:

KOEO: front-28psi, back-20psi
KOER: front-30psi, back-30psi
Vacuum line disconnected: front-40psi, back-40psi

Does this matter? What would cause this, fuel pressure regulator? I recently replaced egr valve and fuel filter (with no improvements). Also no fuel in vaccuum line.

FDS10 CHECK REGULATOR FOR LOW PRESSURE CAUSES
Key off.
Remove return fuel line at fuel rail and connect short hose from rail to measured container of at least one quart capacity.
Operate fuel pump as in step FDS2 .
Key on, Engine off.
Record fuel pressure and note whether fuel is being returned to measured container. Unground FP lead after 10 seconds or if container is more than half full.
Is fuel being returned while pressure is still low?
Yes No
REPLACE fuel pressure regulator and GO to FDS2 . For type 2: CHECK both pumps. If both are low, CHECK voltage at both pumps before replacing pumps.
All others: REPLACE fuel pump assembly. GO to FDS2 .
Note: When replacing fuel pump, clean out tank and replace fuel filter.

Those are some good troubleshooting steps! I am not savy with the electrical aspects. From my research, I can ground the fuel pump from the DCL (the part that I plug my OBDI scanner into). The FP ground looks to be the bottom right and I can use a jumper wire, but where can I put the other end of the jumper wire?
