Key fob programming

I did search and tried the turning the ignition 8 times off and on and stopping on the 8th with ignition in acc. The locks are supposed to cycle and then you can program the new fobs . Nothing happened. Then I tried the other option. Of jumping the 2 pin harness going to the lock module.again nothing. Am I missing a step somewhere? Tia

Key on jump the 2 pins until locks cycle the. Remove jumper, push button on remote locks should cycle, turn the key off to end training mode.
