ok so i think my IAC might be bad i checked it. i pulled the plug and it completely shut off. that means its still good right or wrong??

What are the symptoms that are making you suspect the IAC? Usually the change in engine idle should only be minimal when the IAC is unplugged. It sounds like your IAC may be stuck shut, which in turn choked the engine when it was unplugged.
