Chapter memberships are only available to State chapters, not regional chapters. The state chapters get created on an on-demand basis. If you can get 3 Washington residents to apply for a Washington chapter, and appoint a leader then you can get it created. As of right now, these are the only established State chapters:

Chris hit it on the head that at this point only "STATE" chapters are being recognized and not geographic reasons. There are some reasons for this that pre-date moses BUT in the spirit of Christmas lemmme see if I can't talk to some of the decision makers and see what we can get going.
