help! ac will work but.......

95 ford ranger manual tranny. 4.0. My ac works but only if I when my rpms get below 1000. Once I get going it stays on. But if I get going and try to turn it on it won't work unless I put it in neutral and let my rpms drop. Once its on it will stay on. UNless I turn it off then same crap all over again

From what I can understand,, your belt might be loose.

It's always been like that. And I've replaced the belt
