fuse panel ?

Ok, I went & got a test light, it showed 2 15a fuses were blown. 1. to instrument cluster, Hi-beam headlamps 2. starter motor relay coil, PCM (gasoline only).
So, I replaced them, tested them again, nothing. BUT, if I use the little tester that comes w/ the fuses, they test fine.
Why would this be?

IIRC, Sometimes it takes a switch or control to allow current to pass through the fuse on these newer vehicles.

Weird ? Yes I know but,there are now all sorts of relays and power management modules involved.
