F150 Unsolved Hesitation and Idle Problems-PLEASE HELP!

I have been struggling with a few problems that could all be related or be completely different. I feel like I keep changing parts and nothing is happening...

TRUCK: 1995 F150, 351W, 2WD, 241k

PROBLEM(S): When I start my truck (hot or cold) about 90% of the time within 1 minute of being on, the engine will rev up to 1500rpms with the CEL flashing 4 times, then almost stall and settle down at around 800rpms. I have also noticed that if I give it gas when it is revving, it starts to stall. While driving, acceleration seems to be fine but if I try to hold a steady speed (35mph usually does it), I can feel my truck hesitate. I don't really want to call it a shudder as it feels more like it is not getting enough air or gas, no CEL. Also, yesterday my truck would not start (no noise). I was able to start it using a screwdriver on the starter solenoid on the fender. This has happened 3 times now within the past 4 months. The first time a screwdriver also started it, second time it eventually just turned on after the 5th attempt, and then this time. I know that should indicate a bad starter solenoid, but I think it should be more consistently misbehaving.

CODES: KOEO: 111, CM: 211, KOER: 111

MAINTENANCE DONE: Replaced distributor, checked wiring, rotor, cap for signs of arcing, reset engine timing to 10 degs (stock), cleaned MAF sensor, replaced air filter, changed oil, replaced TPS and cleaned the throttle body.

POSSIBLE RELATED ISSUES: My truck is leaking coolant and oil (but my levels still remain optimal) from quite a few places, I don't know if it is possibly leaking on something and causing this. Also, after engine off I do hear a slight buzzing noise coming from the back middle (picture on next post). There is a wire that could be showing signs of a short but I have no idea what these wires are/do.

QUESTIONS: Is it possible I got a bad distributor (bad PIP sensor) from NAPA since I still have the 211 code after replacing the distributor? Is it worth returning and trying another? Should I service the tranny? 02 sensor (but why wouldn't I get a code for it)?

Any help would be GREATLY appreciated!!

I just realized something...

After setting base timing to 10degs, when I connect the SPOUT the timing increases to ~16-18degs. The manual said "make sure the timing increases" but didn't say by how much. I'm reading online that people increase to 20-30degs when they plug in the SPOUT. Any thoughts??

Did they say that it would/should go up 20-30 degrees at idle? Or at 2300-ish rpm's? Huge difference....:)
