'97 Ranger - Low gear does not engage

I have a '97 Ranger 4.0L automatic 5spd. Low gear does not engage while coasting but does engage while driving. In other words, it couples power from engine to wheels, but not from wheels to engine. It almost killed me when I was decending a steep grade and burned up the brakes.

Improper level
Adjust to proper level.

Shift Linkages (Internal/External)
Transmission shift cable and bracket damaged or misadjusted. DTR sensor out of adjustment
Inspect for damage. Readjust as required. Repair all damaged components. After repairing linkages, readjust DTR sensor.

Improper Pressures
Improper band/clutch application pressures, line pressure high/low
Check line pressure at tap. Perform line pressure and stall speed tests. Refer to pressure chart No. 401 for specifications. If pressure is high/low, check the following possible components: main control.

Main Control Assembly
Screw out of torque specification
Tighten to specification.

Gasket damaged, off location
Inspect and replace gasket.

Separator plate damaged
Inspect for damage. Repair as required.

Manual low valve (212), check ball E not seating properly, spring, damaged, missing, misassembled, stuck, bore damaged
Inspect for damage. If damaged, replace main control. If parts are missing, replace missing parts or main control. If misassembled, reassemble properly. Do not stone, file or sand valves. This will remove the anodized finish and may result in further main control or transmission damage.

Wrong part used in rebuild
Inspect for correct part. Repair as required.

Coast Clutch Assembly
Wrong part used in rebuild
Inspect parts. Repair as required.

Overdrive clutch damaged

Seal rings damaged
Replace as required.

Reverse Clutch/Band
Reverse servo or piston or gasket seal leaking
Perform air pressure test. Check and replace piston seal as required.

Reverse band burnt, worn or damaged
Replace as required.

Polished or glazed low reverse clutch band or drum
Repair or replace as required.

Rear One-Way Clutch Assembly
Rear one-way clutch damaged
Replace as required.
