96 F150 PCM Question

I need help discovering a PCM issue. The truck is a 1996 F150 with a 5.0 liter engine. Whenever I turn the vehicle off the PCM looses power to one of the Hot at All Times ports # 16. I have checked all the fuses and the line goes Hot again when the ignition is turned on.

Does this seem to be a power supply issue. a Diode issue or a PCM issue?
