How cold is cold? Does the truck have the latest flash in it? Sticking inkectors will give you a lack of power cold untill oil temp comes up then it is usually fine. Turbo if it's stuck it doesn't really unstick itself so im thinking you'd have a lack of power all the time. I would be checking fuel pressure and then lean towards sticking injectors make sure you have the latest flash installed into the ficm this preheats the injectors.

If it has no power all the time I would be checking the fuel pressure and make sure it has clean filters in it. Also make sure the egr is not hanging open some, then if all that looks good pull the turbo and open it up to check the unison ring it is probably stuck to the center housing.

One thing I did notice is this is a 2003 truck. Check the VGTLRN pid make sure it says yes, if not the truck will not have any power. If it says no clear codes (even if there are none) and let the truck idle untill the pid says yes then drive it to see if it has power.
