1998 ford f150 starting problems

ok i have a 1998 ford f150 and it wont turn over, i took the starter out had it tested and it passed so then i changed the starter solenoid in it and now the starter works from the solenoid but when i turn the key it doesnt it has to be something with the ignition but i dont know what i could be please help

PATS issue, Ign switch, neutral safety switch, wiring.

ok so if it is PATS or a neutral safety switch how would i go about fixing or diagnosing the problem with them.

Diagnostics........Do you have a theft light? Do you have power at the small wire on the solenoid when trying to start? Does it try to start in neutral? With the key in start, do the lights dim slightly when moving the shifter?
