I think, now it could be the wiring harness for the tailgate lights like they got on duallys, my truck has something like that and it is for that i believe........... BTW my truck is a f-250..........

welded frames are just as strong as solid metal if done right, just think of all the vehicles that have stretched or chopped frames, limos, numerous work trucks, we even had a few of our fire trucks stretched to fit our tanks. I can see if a hack did it, but there are plenty of welders that can...
