I could probably bend the bracket a little bit so they're pointing more downward, the plastic shields are there, and I also had my halogen worklight shining in through the back window too. Should have taken the pic with the worklight off to give a truer impression.

Yes, that could definitely be the problem. I'd tighten them to the recommendations, and then take it for a test drive. Sounds like it's the problem to me though.
Well both of my tanks are steel, so I doubt they want to be drilling on the tanks due to the heat build up/risk of sparks, but I guess if they're determined, there's nothing that will stop them. Hadn't really given skid plate/tank protectors much thought, but might become a necessity if thieves...
