Scanner Won't Link

Hooked a Snap-on code scanner up to my truck...no dice, says it can't communicate with my computer. Tried pullin codes the paperclip way and can't get the flashes to occur...any thoughts on this?

see if the fuse of the obd port is blown.. its the same fuse as the lighter
