rear brake stuck on Windstar

My Dad has a 2000 Windstar that the right rear drum brake has started sticking on. I had to use a hammer for quite a while to get the drum off and rotated the little star wheel thing in to be able to put the drum back on. As I was rotating the little wheel in, only 1 of the plungers on the wheel cylinder moved in. Now 1 plunger is all the way in and the other is still sticking out. I tried to hit it back in with a hammer, but it wouldn't move.

Is the wheel cylinder likely defective?

Yes the piston is frozen if you can not push it in.

I would suggest replacing both sides. While not necessarily a must I look at it as if they are of the same age and one went bad the other is probably on its way out and they are pretty inexpensive.
