Start an IV drip of muriatic acid on it for a couple days. Put a plastic pan under it to catch when it drips off.

Be especially careful not to get any in your eyes.

If nothing else gives,use saws-all,an take the manifolds off to work on

This is what I was thinking...or remove the entire manifold, cut the exhaust tube if you're replacing anyway, and do a little electrolysis rust removal. I also like a good ATF/Acetone 50/50 mix to soak rusted/seized items. Heat is always a favorite too, with a combo of the 'ice in a can' stuff...heat one side, cool the other. And Dennis put me on the use of paraffin wax years ago...dunno why it works, but it does..

One thing I forgot to mention is I use high quality stainless steel bolts/studs with copper-kote. For some reason they don't back out but cam be removed later if need be.

I've read copper and s/s don't mix. But I've heard a lot of people have used them together with good results.
Copper can actually corrode lesser materials.
