Normal or Abnormal?

If you still have the dieseling problem after setting the timing correctly, the idle might be too high, like STG said, probably around 800rpm would be good. Lean conditions at idle will also cause this (and a fast idle), so you may want to check for vacuum leaks as well.
 
i had this problem with a truck and it was because the carb was all gummed up and the butterflys were sticking open. it was idleing at 3-3500 rpm... thats how i figured it out, a healthy dose of carb cleaner fixed the problem for me.

i never did figure out what your supposed to do when it wont shut off... five minutes later it finally died out...
 
Actually, it's because it's running like a diesel. No spark igniting the fuel.

When you turn the key off there is no more spark...
