Choke Voltage Question

Alright I have an 86 250 with a carbed 5.8. The choke used to work flawlessly on it. One pump when cold kicked right over, then I reved it to kick it down once warmed up. Now the choke doesnt work, and I noticed that the heating coil on the side of the carb is burning hot even when cold. I checked voltage at the choke and I have 12 volts constant power. I have talked to a few different people and it appears that I should only have power at the choke when the key is on. Is this correct? or is Ford different? Maybe just a defective choke coil element? All the wiring appears to be stock and unmolested as well. Any help appreciated, thanks.
