gently turn both mixture screws in till they seat (clockwise turn) then turn back out (counter clockwise) 2 to 2 1/2 turns, this will give you a good starting point until you can hook up a vacuum gauge. I mark a dash line on the screw driver handle when the screws are seated as a reference, easier to count the turns.
 
You make all necessary settings before fine tuning the air mixture screws.
Timing. .plugs good..etc.

You first ,one at a time ,make each start spot 2 -2.5 turns out from the light seating spot.
Never put pressure on the needle in the screw.
Idle should have been set earlier.
Then one at a time turn the screw in until it starts running rough ...back out the other direction counting the turns until it runs rough again.
Divide the number of turns by 2 thus turning the screw in by half number you turned out.
This should give you thd sweet spot.
Now do the samd with the other side.

Note....are your throttle rod bushings worn or are they not leaking vacuum ?
