the key to determing the coolant sensor is the state of the plugs, if they keep loading them up with fuel,black soot will be seen all around the base,the will sometime work intermittenly,but you won`t burn all the soot off,don`t buy the nylons ones, they don`t last, ford sell the best ones and...

did you check to see if the plugs are fouled with fuel,there is a coolant temp sensor on the thermostat housing that are prone to going, they tell the ecm it 40 below and it dumps fuel,you can`t burn that much fuel and it bogs down,hope this helps as I`ve replaced lots of these with the same issues.
