OK, before I explain this one, anyone care to guess why this reading is ok?

I have no idea. Of course the spec. will have a tolerance, but as to why the reading is OK, I have no idea..

If I better knew it's function, maybe I would understand, but my guess is because it will still stop the transmission from selecting two gears.

I am itching to Google it!

The measurement is taken between the blocking ring and the gear. When the ring wears, the clearance measurement gets smaller (thus .028 minimum, and .035 is ok).
