A transmission has a blocking ring clearance of .035. The spec for the blocking ring is .028. Is the blocking ring clearance within specs?

No. It is too loose.

Pinion gears will are not rotating, the carrier is spinning.

Very good! The blocking ring clearance question isn't fair because I didn't say "minimum" The clearance is actually OK.

I have no idea. Of course the spec. will have a tolerance, but as to why the reading is OK, I have no idea..

If I better knew it's function, maybe I would understand, but my guess is because it will still stop the transmission from selecting two gears. ;)

I am itching to Google it!

The measurement is taken between the blocking ring and the gear. When the ring wears, the clearance measurement gets smaller (thus .028 minimum, and .035 is ok).
