2009 Ford E250 Fuel Pump issue

I'm currently stranded in a small town in northern Canada. I am having an issue with the fuel pump not activating when the key is turned to the on position. I have read this might be due to the Fuel cut-off switch being bumped off however, I am having issues locating where the switch button is on my van. Ive checked the common location like in this video

but have not found anything there. I also checked above the break peddle and did not see a button. Any other ideas where ti could be? Does the 2009 Ford e250 even have one?
