Spedometer not working on ranger

On 99 Ranger 4cyl 5speed trans ,this truck had been setting for 3 yrs . possibly with windows open rest of guages work except speedo. I don't know where to start? is it some kind of electronic unit?

Any ideal will be appreciated. Thank you for your help.Jim

Yes, it's an electronic unit.

I'm having trouble remembering how it works on that year; I think there's a VSS on the rear axle that it uses for readings, but I know that my '97 has an electronic sensor for the speedometer in the back of the transmission and only uses the one on the rear axle for the RABS.
