have a 99 7.3 that loses high pressure oil after warming up replace high pressure pump and ipr and known good icp any help would be thankful

How many miles on it? If the base engine oil pump is worn out, or bearings prevent it from supplying oil to the reservoir in sufficient quantity, you'll have that problem.

190000 but the high pressure reservoir is full could it possiabley be an electrical problem

if the reservoir is full, its not losing high pressure oil supply. What does the icp read when its doing this?

Block off one side high pressure hose at a time to isolate the problem farther, while watching icp.

probably injector orings. if you dont have block off tools, you can remove the valve covers and watch for oil coming back up from around the injector.

Check the injector Orings, being a 99, they have revised orings out for the 7.3's, I change them all the time.
