Trouble starting

Im having some problems with my 1994 7.3 turbo. When I began to start the engine, it spins over fine and the engine fires and runs for about 2 seconds and dies. I can spin it over and over and over and it will not crank until I give it a little shot of starting fluid. Now all of this is when the engine temperature is cold or the engine has been sitting idle for some time. Once it cranks and the engine temp remains warm it cranks fine. If it sits overnight it will do the same thing. If I plug up the pre heater the results are still the same. Now I changed the fuel filter and the result is the same. Its almost like the fuel system looses pressure after sitting with no start up. Any suggestions?
