V10 trying to run away

My Father-in-laws 99 F350 with a v10 is trying to run away. Several times he has attempted to stop at a redlight or in traffic and has had to put the truck in netural. after shifting into netural the truck is reving 4k rpms.

Any ideas? my first thought has been a throttle position sensor.

I dunno how the cruise control would be set up on that truck, but I've had a couple rides from the late 80's to mid 90's (87 and 89 Bronco and a 94 Tbird) where the cruise linkage would break and lodge against the throttle opening it up or keeping it where it was. Probably unlikely on something so new, but just a thought.

those electric throttle bodies are a pain..
