'93 Taurus SHO surging issues

Been trying to get all the bugs worked out of this car.

'93 SHO, 3.2 DOHC V6, 4spd auto. P/O said that he put some cheap fuel in the car and that's when issues arose. Any time cruising around 1500/1700rpm it'll get a bit of a shudder, you can let off and slow down but it'll still shudder or surge. Anything above the rpm range (about 50mph) seems to do just fine.

It'll also do it WOT, will feel like it's holding back until a certain point then it's like it was shot out of a cannon but still has the surge on occasion...

Could it be fuel filter or is there something else? Had a recent tune up, all fluids are up to date, both O2 censors been replaced, pretty much all the maintenance has been done for the next 3k miles...


Oh and it seems to do it more when warmed up rather than when it's just started and on the road...
