2002 Ford e150 electrical debug

There is no power on the dashboard (cigar lighter and plug outlet) of my 2002 Ford E150 van. I checked the fuses in the box above the driver's left foot and they look OK. Any suggestion on what to do next short of pulling out the dashboard? Is the Ford manual right about the fuse arrangement?
