2000 7.3 Poor Fuel Millage

I have a 7.3 2000 at 18000lbs i got 8mpg on hwy at 60-75mph
is there any thing that needs to be looked at to improve mpg
4" exaust with muffler, Big napa air filter and old hyper tec programer. 50 horse power?

8 mpg isn't too bad with 18000lbs.
