08 e250, 5.4 engine, auto trans (not torqueshift). Van comes in, no brakelights. Kid starts checking fuses. Tried to start it, no start, no crank. Has pats key code in pcm (isn't equipped with pats). Code will make pcm disable the engine. Jumper across everything, starter operates. All circuits test good. Starter relay ok.

Not a clue about the electrical systems on those newer vehicles... Does it have some kind of security feature that sets the pats code and disables the engine if someone tries to hotwire it?

The pats does it. But remember, it doesn't have it. I also have codes for no communication between the instrument cluster and the abs module. Hotline advised to do the pinpoint tests for no start/no crank. That led me to the circuit that disabled the engine. For the pats code, you have to do a perameter reset for (what they refer to) a "handshake" signal between the pcm and the pats module. The IDS wont communicate with the instrument cluster though.
