Maybe try disconnecting the red fusible link from the solenoid and see if that makes a difference.
Our '77 is not a camper special so I'm sure the wiring is different but that would make the connections at the solenoid match mine.
As a test you might also try disconnecting the wires from the small terminals on the solenoid. If it still kicks over the starter with those disconnected I would think the solenoid is stuck.
