Fuel Pressure Question

It's for a 1998 F-150 four wheel drive with a Triton V-8 4.6


I have problems cold starting and hot starting my truck. We narrowed it down to a fuel pressure problem. I replaced the fuel filter. My fuel pump has been pressure tested and my fuel pressure is good. We believe the fuel pressure regulator is bad. When you turn the ignition key to on/accessory it engages the fuel pump for one second (which is what it's suppose to do) to pressurize the fuel rail. The pressure then bleeds off the fuel rail. My question is, could this be due to bleed through to the return line? Is the fuel rail suppose to hold pressure until the truck is actually started?

my '91 holds pressure. i wonder if you may not have an injector or 8 bleeding by. i have to de-pressurize to change my fuel filter
i had weak injectors in mine when i bought it, thats why i suggest this
