'97 F250 WW fuse location

Owner's manual is confusing by listing nos 5, 9, and 13. The fuse block does not have a fuse 5 or 9 and 13 is ok. The WW well is full and wipers work when switch is pressed. Suggestions please.

Is it a light duty or heavy duty F250?
